By order of the Governor, flags over the State Capitol and all state buildings are to be lowered to half-staff in honor and memory of United States Navy Seaman 2nd Class William Campbell of Elizabethton.
Flags will fly at half-staff from sunrise to sunset on Friday, October 12th. Seaman Campbell lost his life during the attack on Pearl Harbor and is now finally being returned home after more than 70 years.
